CEMA E-Board Position: President
Length of time as E-Board Member: 6 years

Why did you become active on the E-Board?
I became a member of the CEMA E-Board to make our organization stronger, better, more united and more visible. I believe that an active and united CEMA is a strong visible CEMA. As a democratic labor organization it is our role to encourage, develop and maintain excellence in public service and to protect the mid level manager’s rights as workers. I am committed to building unity within our membership so that CEMA’s voice can be heard during budget deliberations, during contract negotiations and when defending our members against unfair labor practices.

Why did you become active on the E-Board?
I first became active on the CEMA Executive Board in 2003 after developing an increased awareness and appreciation for the commitment, dedication, and hard work that each CEMA Executive Board Member brings to his/her position. It is this commitment to improving the quality of our work lives here at Santa Clara County that I admire. We can make a difference. It begins with commitment, a concern for all, and the desire to make things the best they can be. These past years have been years of challenges, opportunities, growth, and change for CEMA. In response to membership’s request for increased participation, accountability, communication, and transparency, the CEMA Executive Board established a new vision for CEMA; one that strives to improve the salary, benefits, professional environment, lives of its members and improves our community, state, nation, and world. Implementing this vision has been a process of change for CEMA. As such, I have been privileged to be part of the change process.

Janet Atkins
Class Title and Department: Social Services Program Manager III
Years of Service: 15
CEMA E-Board Position: Member at large
Length of time as E-Board Member: 10 months
Committee Chaired: Political Action
Why did you become active on the E-Board?
Unionism is part of my blood. I saw an opportunity to be part of a change. CEMA was becoming more of a “Union” and I wanted to be more active. I had been active in Local 535 for more than 20 years until promoting into a CEMA position. I was the DFCS Liaison for a couple of years and so when the call went out to fill vacant positions, I applied.

Philip Chantri
Class Title and Department: Election Division Coordinator, Registrar of Voters
Years of Service: 8
CEMA E-Board Position: Member-at-Large
Length of time as E-Board Member: 2 years
Committee Chaired: Member Services
Why did you become active on the E-Board?
I was appalled by the lack of customer service provided by our union and the disconnect between CEMA and its members. I sought my position on the Executive Board to ensure all members concerns were brought forward and represented. CEMA was viewed as an organization that didn’t or wasn’t strong enough to stand up for its members and simply followed other labor organizations within the county. I believed, and still believe, a strong organization in harmony with its membership is an invaluable tool for middle management. I believe as far as CEMA has come recently, it can still do better. We must stay committed to the equal representation of new middle management and 35 year veterans equally. Public service is truly a calling that has been maligned recently. We need an active organization to project the respect needed for middle management public servants.

Lucy Sylva
Class Title and Department: Management Analyst, VMC
Years of Service: 32
CEMA E-Board Position: Member at Large
Length of time as E-Board Member: since January, 2010
Committee Chaired: Communications
Why did you become active on the E-Board?
I have always been a strong union supporter, having grown up in a union family; my mother was also a CEMA member. I wanted to see some changes in the way CEMA communicates with members – the type and the quality of communication. I believe membership must have its benefits, and the more information and resources we can provide the membership, the stronger it will become.
