Professional Associations

Joining a professional association has long been recognized as one of the most intelligent career development moves an individual can make. Besides developing a wide professional network, association membership gives you access to professional education opportunities such as conferences, seminars, journals, and reports. With this is mind, I wanted to bring to your attention a few good resource organizations which focus on assisting local government professionals. Although CEMA does not endorse any particular association, the information is provided for your edification.

National Academy of Public Administration (NAPA). Located in Washington D.C., the NAPA is chartered by Congress to serve Federal, State, & Local Governments. It is an independent, non-partisan, not for profit organization established to assist government leaders in building more effective, efficient, accountable, and transparent organizations. Leveraging the expertise of their Fellowship, the Academy provides a full range of advisory services with a particular focus on: organizational assessments/strategy development; implementation support and technical assistance; performance measurement systems; and stakeholder outreach/collaboration. American Society for Public Administration (ASPA). Located in Washington D.C., the ASPA is the largest and most prominent not for profit professional association for public administration. It is dedicated to advancing the art, science, teaching and practice of public and non-profit administration. ASPA’s four core values are: Accountability and Performance, Professionalism, Ethics and Social Equity. Membership is free. Check out the website at

International City/County Management Association (ICMA). Located in Washington, D.C., ICMA provides a variety of resources in the areas of community engagement, financial management, leadership and ethics, strategic planning, managing local governments and a host of other pertinent areas. ICMA also provides free and for fee access to publications and research in the aforementioned fields. There is a fee for membership. Check out the website at
